NRC SPS – Nationally Funded Activities
STATUS REPORT – June 2007
Background
The Terms of Reference of the NRC Committee on the Challenges of Modern Society (CCMS) were approved by Council in April 2003 [ref. NRC(CCMS)N(2003)2-REV1] ; the NRC CCMS Action Plan was approved in May 2003 [ref. NRC(CCMS)N(2003)3-REV1].
On 5 September 2006, the Preparatory Committee on behalf of the NATO-Russia Council approved the Terms of Reference of a new NRC Committee on Science for Peace and Security (NRC(SPS)).
The activities listed below were launched under the NRC CCMS in 2003 and are now included in the Nationally Funded Activities (NFA) of the new SPS Programme.
Activities under the NRC SPS Programme
1) A Short Term Project “Development of a Prototype System for Sharing Information Related to Acts of Terrorism to the Environment” (ECOTER)” was launched in March 2005. This project focuses on the development of a database for gathering, organising and evaluating readily available and non-sensitive information in the event of a terrorist attack against environmental resources. Four working groups will examine different issues: (a) Risk analysis, (b) System prototype definition, (c) Counteraction measures definition, (d) System implementation study.
A first workshop was held on May 19-20, 2005, in Moscow. The second workshop took place in Brussels on September 26-27, 2005. The third meeting was organized on 22-23 March, 2006 at NATO HQ, Brussels focusing on risk assessment and capacity building. Hungary hosted the fourth meeting on 5-6 October 2006. The final meeting of this short term project will be held in Venice, Italy, on July 2-3, 2007.
Meanwhile, the two pilot countries (Italy and Russia) have submitted a proposal for a NATO Science for Peace Project (SfP). The SfP project entitled “Development of a Prototype of the International Situational Centre on Inter action in Case of Ecoterrorism” was approved and launched in December 2006.
2) Several workshops have been held on the subject of Oil Spill Response since April 2004, when Norway hosted the first NRC CCMS workshop entitled “Equipment for Oil Spill Response Operations in the Barents Sea”. A follow-up workshop was held in Moscow the 27-28 October 2005 which focused on the legal framework in the field of prevention, localisation and response to oil spill. The third workshop, hosted by Canada, took place at the Bedford Institute of Oceanography in Dartmouth, Nova Scotia on 11-13 October 2006. A fourth workshop is scheduled to be organized in Tromsø, Norway, on November 20-22, 2007.
3) A roundtable on the topic “Development, Support and Implementation of regional action plans to prevent and eliminate environmental consequences of oil product spills” was organized in Moscow and in Tver on February 6-7, 2006 by the Russian Ministry of Natural Resources in cooperation with the Tver region administration. The roundtable was devoted to define the goals, tasks and activities that can be implemented under a possible Science for Peace (SfP) project in the Tver region, under NATO’s Security through Science Programme. The US hosted a meeting in Knoxville, September 11-13, 2006, in order to prepare a proposal for an SfP project. The SfP project entitled “Oil Pollution Science Centre” was approved and launched in December 2006.
