Opening statement by NATO Secretary General, Jaap de Hoop Scheffer at the Informal NATO-Russia Council meeting

Mesdames et Messieurs les Ministres, Excellences, Mesdames et Messieurs, bonjour. Dobriy Dyen’. Good afternoon. Bienvenue à ce Conseil OTAN-Russie en session informelle des Ministres de la défense.

Notre débat informel d’aujourd’hui nous donne une occasion opportune de procéder à un échange de vues sur l’état de la coopération OTAN-Russie en matière de défense.

Il va nous permettre de nous projeter dans l’année à venir et de comparer nos notes sur ce que nous considérons comme nos priorités pour 2005 dans les différents domaines de notre coopération.

Nous commençons l’année forts d’un acquis solide et déterminés à placer la barre encore plus haut. En décembre, le Plan d’action global du Conseil OTAN-Russie contre le terrorisme, conçu pour intensifier et cibler nos efforts sur la prévention du terrorisme, la lutte contre les activités terroristes et la gestion des conséquences d’actes terroristes, a été adopté par les Ministres des affaires étrangères.

Today, we will review progress made in this vital area, paying particular attention to the implementation of modalities for Russian support to NATO’s Operation Active Endeavour, also agreed last December. As you know, NATO and Russian naval forces already are preparing to serve side-by-side in the Mediterranean, in a common mission to help deter, disrupt and protect against terrorism. There can be no clearer manifestation of our common determination to stand together against shared threats.

We will also focus on other issues of particular interest to Defence Ministers, such as the challenges we face in reforming our military structures to deal more effectively with today’s security threats.

Last but not least, during our meeting today we will be able to exchange views on international security issues of concern to us all, including with respect to Afghanistan, the Balkans and Iraq.
