28 February : Defence and military experts from NATO member countries and Russia meet in Vilnius for a seminar and high-level meeting on “Enhancing the Partnership: NATO’s Transformation, Russian Military Reform, and the Future of NATO-Russia Defence Cooperation.” This meeting is held under the auspices of the NATO-Russia Council (NRC) Working Group on Defence Reform and Cooperation

23 – 26 October : Consequence Management Exercise “Lazio 2006” (Rome) is the third in a series of Civil Emergency Planning (CEP) Exercises conducted under the responsibility of the Ad-Hoc Group on Civil Emergencies under the auspices of the NATO-Russia Council. The exercise consists of emergency teams from NATO and Russia tackling the consequences of a simulated “dirty bomb” attack.

15 September : The Russian Federation Ship "Pytliviy" participates in NATO’s Operation Active Endeavour (OAE). This is an historic coming together of two partners - NATO and Russia – cementing their growing ties in an operational engagement at sea countering the common threat of maritime terrorism. The same day, the first training courses for Afghan law-enforcement officers, under the NRC pilot project on “Counter-Narcotics Training of Afghan and Central Asian Personnel” begins at training centres in Turkey (Tadoc) and Russia (Domodedovo).

11-26 May : “NATO-Russia Rally 2006: What binds us together”. Starting in Vladivostok and ending in Kaliningrad, a variety of seminars, conferences, exhibitions, debates and cultural events are organised in different locations. The Rally brings together NATO, Allied and Russian officials, experts, public figures ready to discuss and share views on the current opportunities and future prospects of the NRC.

17 February : NATO and Russia completed the first part of training aimed at preparing the Russian Navy to take part in NATO’s naval counter-terrorist operation in the Mediterranean, Active Endeavour.

10 February : Informal meeting of the NATO-Russia Council (NRC) at the level of Ministers of Defence, Taormina. Ministers exchanged views on the state of NATO-Russia defence cooperation and on priorities for the rest of 2006 and beyond. They also explored possibilities for additional practical NATO-Russia co-operation and broadening and deepening of NATO-Russia Council (NRC) political dialogue.

5 February : For the first time since the agreement on joining Operation Active Endeavour (OAE) was signed, a team of NATO naval experts works alongside the crew of a Russian Federation naval task group.

8 December 2005 : Meeting of the NATO-Russia Council at the level of Foreign Ministers, Brussels. At their meeting, Foreign Ministers from the NATO-Russia Council agree to launch a pilot project on counter-narcotics training of Afghan and Central Asian personnel.

The pilot project is meant to support international efforts to promote security and stability in and around Afghanistan , and particularly those aimed at addressing the threats posed by the trafficking in narcotics, including its links to the financing of terrorism.

7 August : The United Kingdom team that helped rescue seven Russian sailors from a stricken submarine indicates the NATO exercise “Sorbet Royal” – with Russian participation - had provided valuable practice for the operation.

6-7 July : NRC Nuclear Expert Group Seminar on “Nuclear Doctrine and Strategy”, Garmisch-Partenkirchen. Representatives from ministries of defence and foreign affairs, national delegations to NATO, as well as NATO International Staff and Military Authorities had the opportunity to gain greater insight into the role of nuclear weapons in NATO's nuclear strategy as well as in the national doctrines and strategies of NRC nuclear weapon states.

23-24 June : NATO Secretary General Jaap de Hoop Scheffer visits Moscow for meetings with President Vladimir Putin, Foreign Minister Sergey Lavrov and Secretary of the Security Council Igor Ivanov.

9 June : Meeting of the NATO-Russia Council at the level of Ministers of Defence, Brussels. Ministers discussed defence reform and military co-operation, the fight against terrorism as well as international security At the occasion, the NATO-Russia compendium of financial and economic data relating to defence, figures on the defence expenditures of the 26 NATO countries and Russia from 1980 to 2004, is released.

7 June : Russian military officers at the General Staff Academy in Moscow are participating in a weeklong NATO-Russia Council conference focused on improving interoperability. The Chief of Staff of the Supreme Headquarters Allied Powers Europe, German Army Gen. Rainer Schuwirth presented the opening lecture to 106 Russian generals and colonels who have been selected for the rank of general.

9 December : Meeting of the NATO-Russia Council at the level of Foreign Ministers, Brussels. The NATO Russia Council agreed on an action plan against terrorism that will guide future efforts in all aspects of this common struggle. In addition, an agreement on Russian support to NATO’s Operation Active Endeavour in the Mediterranean, aimed at helping deter, disrupt and protect against terrorism, is signed.

25 October : NRC Ad Hoc Working Group On Defence Reform, Macro Economic, Financial and Social Issues of Defence Reform Seminar on “The Resettlement of Russian Military Personnel : An Area of Successful Co-operation on Military Reform Between NATO and the Russian Federation Ministry of Defence”, Brussels.

14 October : Informal NATO-Russia Council meeting at the level of Defence Ministers, Poiana Brasov. Ministers took stock of cooperation and reiterated their commitment to combat terrorism together.

11-22 October : For the first time ever a NATO-Russia interoperability courses is conducted at military academies in Moscow (General Staff Academy, Combined Arms Academy). Organised by the NATO School in Oberammergau, Germany, the courses are part of the Exercise and Training Programme agreed on by the NATO-Russia Council in November 2003.


28-30 September : NRC Procedural Exercise, Brussels. In the exercise, the 27 member countries of the NATO-Russia Council were confronted with a fictional international crisis situation that required the generation of a joint peacekeeping force to enforce a UN-sponsored peace agreement. In the space of three days, civilian and military decision-makers in Brussels and from the capitals had to analyse the situation and consider general political guidelines for the planning that would be necessary for the envisaged joint operation.

8-9 September : NRC Ad Hoc Working Group on Logistics visit to the Russian Federation Academy of Logistics and Transport, St. Petersburg.

7 September : The NATO-Russia Council met in extraordinary session for the first time in more than two years of operation to discuss the recent wave of terrorist attacks in the Russian Federation. A statement is issued condemning “in the strongest possible terms the outrageous terrorist attacks perpetrated against the people of the Russian Federation…”.

23-25 June 2004 : NRC Ad Hoc Working Group on Civil Emergencies Exercice “Kaliningrad 2004”, Kaliningrad Oblast. Its main objective is to examine existing national, regional and multi-national arrangements and inter-relationships for consequence management and response to a mass casualty and environmental disaster situation caused by a terrorist attack.

7-8 April : During a visit to Moscow NATO Secretary General Jaap de Hoop Scheffer signs agreements establishing Russian military liaison offices at NATO’s top military headquarters.

5 April : Third NATO-Russia Council Conference on “The Role of the Military in Combating Terrorism”, Norfolk. This conference focused specifically on improving the capability of NATO and Russian armed forces to cooperate in key areas such as combating terrorism, rapid responses to terrorist incidents and monitoring terrorist activities across borders.

2 April : Informal meeting of the NATO-Russia Council at the level of Foreign Ministers, Brussels. Foreign Ministers meets for the first time in an enlarged format “at 27” with the participation of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovenia and Slovakia.

29-31 March : NRC Ad Hoc Working Group on Logistics Seminar on “ NATO-Russia Host Nation Support (HNS)”, Prague.

8-12 March : NRC Theatre Missile Defence Ad Hoc Working Group Command Post Exercise (TMD CPX), Colorado Springs. The purpose of the CPX is to validate the Experimental Concept and associated Experimental Concept of Operation developed by the Ad Hoc Working Group. The CPX is a computer-assisted, real time event that focuses on command and control of forces.

12 January : The new NATO Secretary General, Jaap de Hoop Scheffer, make the first call on a new, secure NATO-Russia hotline. Mr. de Hoop Scheffer speaks briefly to Russian Defence Minister Sergei Ivanov. The direct and secure link between the Secretary General and the Russian Minister of Defence was established in December 2003.

2003

11-13 December : NATO-Russia Workshop on “Opportunities for Practical Cooperation in the Protection Against Chemical and Biological Weapons” Pultusk, Poland. The workshop, hosted by the Polish Ministries of Foreign Affairs and Defence, is attended by over 60 experts on the proliferation of weapons of mass destruction.

4 December 2003 : Meeting of the NATO-Russia Council at the level of Foreign Ministers, Brussels. Speaking to the press after the last ministerial meeting of the NATO-Russia Council (NRC) he was to chair, before being succeeded by Jaap de Hoop Scheffer as NATO Secretary General at the beginning of 2004, Lord Robertson said: “Once more the new spirit of NATO-Russia cooperation is crystal clear. This is one of the biggest changes NATO has brought about over the past four years of my term. As I prepare to step down, it is one of my biggest sources of satisfaction.”

24 November 2003 : NRC Ad Hoc Working Group on Defence Reform Seminar on “State and Perspectives of the Co-operation between NATO and the Russian Ministry of Defence in the Field of Resettlement of Military Personnel Being Dismissed for the Armed Forces”, Brussels.

29-30 October : NATO Secretary General Lord Robertson farewell visit to Moscow. Lord Robertson met for talks with President Vladimir Putin, Foreign Minister Igor Ivanov, Defence Minister Sergei Ivanov, and members of the Duma, the Russian Parliament.

15 October : In a statement, the NATO-Russia Council recognise the significant achievements of a joint NATO-Russia project, which seeks to tackle the social costs of downsizing in the Russian military.

7-10 October : In the framework of the 2003 NATO-Russia Interoperability Workplan, a NATO team of four officers observed part of a two-week survival course for pilots at a special training centre of the Russian Airforce at Agoi, outside the town of Tuapse in the Krasnodar region of Russia.

2-3 October : NATO-Russia Council International Conference on “Russia-NATO : Setting up a new agenda for military collaboration”, Saint-Petersburg.

24-26 September : NRC Working Group on Peacekeeping Seminar on “Training and Education – Aiming Towards Interoperability in Peacekeeping”, Berlin.

23 July : In a statement issued after the ambassadorial meeting of the NATO-Russia Council (NRC), Russia and NATO member countries have jointly called on the Bosnian authorities to take responsibility for their own affairs and, in particular, to strengthen efforts to reform the armed forces and to create an effective state-level, democratic, civilian command and control structure.

2 July : A joint NATO-Russia centre for helping discharged Russian military personnel return to civilian life is officially opened in Moscow.. The centre will provide personnel leaving the military with information on training and employment opportunities and their rights and privileges.

6 June 2002 : Meeting of the NATO-Russia Council at the level of Ministers of Defence, Brussels

28 May 2002 : Meeting of the Heads of State and Government of NATO member states and Russia, Rome. From the Pratica di Mare Air Force Base near Rome, Heads of State and Government from NATO member countries and the Russian Federation "launch a new era in NATO-Russia cooperation". They sign the Rome Declaration, "NATO-Russia Relations: A New Quality", that has formally established the NATO-Russia Council. This new forum "will serve as the principal structure and venue for advancing the relationship between NATO and Russia".
